It is a classic case of a small group of citizens fighting a large corporation, with a state agency somewhere in between. At issue is what does a coal-fired power plant do with its waste ash?  The First Energy Corporation of Akron, Ohio wants to expand the coal ash disposal site at its Bruce Mansfield plant in Greene Township, Butler County.  At a township supervisors meeting fourteen months ago citizens protested against any more land being used for coal-ash disposal.
